This is a simple utility plugin for exporting selected objects from a 3DS Max scene frame by frame into a set of numbered .asc files.
This is a fairly ancient Model editing program aimed squarely at Quake2, and nothing else. Model creation features are very limited, but its Skin Mapping editor is quite good.

This is the set of Sources for Q2 Modeller over a period of time. A number of variations were done, and the three main ones are here. They are not very well structured, so don't be surprised if you throw it away in disgust.
Q1M CBuilder Source
This is functionally equivilent to Quake 2 Modeller, but edits Q1 Skin mapping
instead.
Q2M CBuilder Source
This is slightly more up to date than the Version 0.9b linked above. Not
noticeably so however.
Q2M VisualC Source
This is the Q2M CBuilder painstakingly converted to Visual C. The effort was
worth while, the speed differences were enourmous.
